What if these weren't Sea Lions? What else lives in water and would like to glut itself on Salmon as they went up the run?
Can we say . .Deep Ones? Deep Ones caught in 'Humane' traps, other Deep Ones coming to free their bretheren, PCs caught in the middle. Hooray!
